18 Mar GIVE – Governance for Inclusive Vocational Exellence
A BRIEF OVERVIEW
The project aims at ambitious goals: designing and developing a European Platform of Centres of Excellence devoted to innovate VET sector for excellent social inclusion of individuals belonging to disadvantaged groups.
GIVE fucuses in particular on learners with specific characteristics:
– a migration background
– low skills and obsolete qualifications
– a drop-out history
– special learning needs
– difficult socio-economic background
We start from the set of methodologies and tools that are recognized as excellences at European and international level, in order to contribute to the objective. To reach this goal, the work group will implement and promote:
– entrepreneurial governance models for the development and management of VET centres and agencies;
– educational approaches and tools specifically aimed at the social inclusion (in terms of training, international mobility, employment) of people at risk of exclusion;
– models for the design and implementation of effective training-work transition activities.
The Platform will develop specific key-actions and results for the achievement of the objectives, namely:
– didactic methods and tools specifically aimed to the social inclusion of disadvantaged people;
– effective training-companies cooperation models (Feedback-loop to better understand and to be updated on the needs of the labour market)
– guidance and counselling models actively participated by VET providers and companies
– transnational mobility schemes for trainers and students (learning and work)
– strategies for local stakeholders involvement
– training material and courses for: managers, trainers, tutors, businesses, public administrators.
The GIVE project aims at consolidating the activities and practices developed at local level by the partners in terms of inclusion, exploiting their outcomes and impacts of Inclusive Excellence. Addressing similar challenges at local level, a common approach can be traced.
There are 5 areas of practices which partners aim at sharing and empowering, consolidating a general, but flexible, set of innovations for their own contexts as well as European.
1. A learner-centred approach where a tailored (personalized) educational project is planned for every learner. Omnia, beyond the new Finnish approach of personalization, proposes programs for inclusion (Youth Workshops). The Cometa “tutoring” service supports life skills development with excellent results (as evaluated by Politecnico di Milano and Fondazione Agnelli). Cometa (Minimaster), Omnia (OSKE, Skills Centre for Migrants) and MCAST (Learning & Counselling Support Units) have showcased their programs for migrants at UNEVOC initiatives.
2. Work-based learning as an effective system of training, where also basic skills and life skills are strongly supported and integrated. The specific approach of School-Enterprise developed by Cometa has been awarded in 2015 by ETF as one of the 10 best European programs on entrepreneurial mindset. Special programs for former dropouts are also organized in Cometa (Liceo del Lavoro and Apprenticeship scheme) and Centro San Viator (Lanbide). Awards programs, in case of learners with disabilities, have been successfully implemented by both MCAST and Centro San Viator. Partners’ network of companies are extremely solid and wide.
3. International Mobility: San Viator has consolidated a system in order to offer all its students, notwithstanding any economic, social or physical disadvantage, the possibility to take part in a mobility project abroad. WP6 will help all the partners to develop tools and activities in order to reach the same opportunities for all learners.
4. Company induction. The companies involved in the project cooperate with their VET partners at local level in addressing inclusiveness issues. This project will collect their practices: from micro- and SMEs to multinational companies. GiGroup, in particular, has been recently working on supporting the companies in its network to prepare their staff on inclusion of new employees with disadvantage. WP3 will dedicate one sub-task on this practice.
5. Theoretical framework, instruction design and training will be based on the experience of experts. Lucian Ciolan, the vice rector of the University of Bucharest is member of the EERA council, and has also experience in VET transformation across Europe. Madlen Serban (former ETF Director) has developed with her team several training modules on both innovative training and agile VET governance; James Calleja (former CEDEFOP Director and currently at MCAST and EfVET) provides an outstanding profile; HAMK plays a leading role thanks to its faculty, including the Global Education Research & Development team. Paolo Nardi is Director of Cometa Research, member of the VETNET board, coordinator of the UNEVOC Italian centre and delegate to ATEE.
